With reference to paragraph 7 of the

Memorial, Mr. Hutchison is absent from the Colony, and it is not possible to question him regarding his alleged state- -mente. Mr. Hutchison concurred in the policy outlined in paragraph five above, and in connection with the case of Mr. Mackenzie, referred to below, he did not approve of the grant to Revenue Officers of an allowance ante-dated from the let. January, 1913, such as had been given to the Sanitary Inspectors and Overseera.

The case of Mr. Mackenzie is quoted

in paragraph 9 of the Memorial. This Officer, with service dating from 1891, was at the time of the creation of the Imports and Exports Department one of the Senior Sanitary Inspectors, with a salary of $2,040, which, with exchange compensation, is the equivalent of 2306. He was not a candidate for appointment to the new Department, and he was transferred without enquiry as to his personal predilections. He received no increase of pay on transfer. I decided that it would not be fair to Mr. Mackenzie to place him in a worse position than he would have been in, had he remained in the Sanitary Department, and so I granted him the allowance of $360 as from the 1st. January, 1913.

With regard to paragraph 10 of the Memorial, the case of Mr. Mackay and Mr. Kynoch is dealt with in Viscount Harcourt's Confidential Despatch of the 3rd.

I am unable accordingly, for the rea- -sone given, to recommend that the policy which has been

adopted as regards the Revenue Officers should be reconsider-

-ed.
